Instatera Consulting wasn't born from a business plan. It was built from a need. After relocating from Washington, D.C. to Denver, founder Jennifer Rowe saw a gap: growing government contractors needed experienced compliance expertise but weren't always large enough to support an internal compliance team.

 

Her first consulting engagement was a favor. That engagement led to a referral, then another. Jennifer remained a reluctant entrepreneur until a client, himself a serial entrepreneur, recognized both the value of her work and the opportunity she had created and encouraged her to build a business around it.

Today, Instatera provides practical, scalable compliance support that meets contractors where they are from fractional advisory services to hands-on help building the systems, controls, and infrastructure needed to grow.

 

ABOUT JENNIFER

 

Jennifer brings experience from both sides of Government contract compliance. She began her career as a DCAA auditor and later joined Booz Allen Hamilton's corporate compliance team, supporting FAR and CAS compliance, incurred costs, internal controls, audit readiness, and DCAA engagements.

Through Instatera, Jennifer now works alongside contractors as an advisor, auditor liaison, and fractional compliance resource. Her work spans contracts, audits, indirect costs, accounting and supply chain systems, internal controls, and organizational growth. Her approach is practical and risk-based: identify what matters now, determine what needs to mature next, and build compliance that can scale with the business.
