Jennifer Rowe
Owner
Jennifer Rowe is the founder of Instatera Consulting, LLC, a compliance advisory and systems consulting firm supporting government contractors, public-sector agencies, and regulated organizations nationwide.
She began her career as an auditor with the Defense Contract Audit Agency (DCAA) in the Washington, D.C. area, where she led audits of both major and non-major government contractors. During her time with DCAA, she gained deep expertise in FAR compliance, cost allowability, indirect rate structures, and became a subject matter expert in statistical sampling methodologies.
Jennifer later joined Booz Allen Hamilton, where she provided strategic compliance guidance aligned with FAR and CAS requirements. She supported Incurred Cost Submission preparation, led training efforts on FAR 31 unallowable costs and timekeeping compliance. She served as a liaison to DCAA during incurred cost audits, labor reviews, and CAS testing. As a subject matter expert in DCAA’s EZ Quant sampling tool and internal systems such as COGNOS, PeopleSoft, CODA, and JAMIS, she played a key role in audit readiness and internal control testing.
Now based in Denver, Jennifer provides hands-on consulting in accounting system compliance, including SF-1408 readiness, indirect cost rate development, and timekeeping policy implementation. With proficiency in QuickBooks, Deltek, and Unanet, she advises clients on system configuration and documentation to ensure compliance with federal grant and contract requirements. Recently, she has expanded into AI process integration, helping clients implement intelligent automation to improve audit readiness, compliance testing, and internal controls.
Instatera supports organizations across defense, infrastructure, energy, public health, and natural resources, serving agencies such as DOD, DOE, DOI, and DOT. Clients deliver critical services in areas like environmental planning, federal healthcare, construction management, and emerging technologies that support national security and innovation.
